This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology, IT Capital Planning Group (ICPG), Division of IT Budget Operations (DIBO) .
As a Supervisory Management Analyst, GS-0343-14, you will serve as the Deputy Director and 'alter ego' to the Director of the Group.
Duties
Assists in providing leadership and executive direction over the activities of the Division.
Directs the planning, development, evaluation, and implementation of revisions or changes to OIT operations or policy, related to budgetary management issues.
Direct, plans, and conducts studies and prepares analytical reports recommending new and improved methods of operation or uses of existing resources and programs.
Responsible for representing the Director in meetings with the Group, Office and various contracts.
Directs, plans, coordinates, and develops, when necessary, the program delegations needed to carry out the
program and administrative activities of the office.
Conducts budgetary studies and develops short and long-range planning efforts to ensure viable financial support for key business areas.
Provides technical assistance and advice to OIT management and staff on a full range of budget execution, formulation, and financial management activities.

In order to qualify for the GS-14 grade level , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Providing guidance and technical leadership in a team environment regarding the practicing of sound budgetary practices for multiple programmatic budgets; and
2) Leading a team effort in association with budget formation and/or budget execution goals or activities; and
3) Providing oversight and management of day-to-day budgets to track expenditures against known budgets to ensure strategic priorities can be met.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
