This position is located in the Health Resources and Services Administration, Maternal and Child Health Bureau, Office of Operations and Management. The duty location for this position is in Rockville, MD.

Duties
This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Workforce Planning Specialist, you will plan, develop, and present to key managers in MCHB on the bureau's human capital workforce plan.
Specifically, you will:
Serve as the principal advisor to the Bureau Executive Officer, Deputy Executive Officer and MCHB leadership on workforce information that supports the organizational strategic vision.
Ensure that the organization's strategic plan, mission and values are clearly communicated to the team and integrated into team strategies, goals, objectives, and work plans.
Design, direct, and manage a MCHB-wide process of organizational development that addresses issues such as succession planning, superior workforce development, training development, performance management, key employee retention, organizational design, and change management.
Serve as an expert and specializes in change management by helping leadership and staff adjust to large-scale transitions, such as reorganization.
Advise the Bureau Executive Officer, Deputy Executive Officer and MCHB leadership of future workforce needs through the analysis of required activities, competencies, and other strategic considerations.

Requirements
- U. S. Citizenship is required.
- HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Providing leadership on strategic planning, change management, succession planning, diversity, or inclusion along with other workforce planning and organizational development needs.
