The primary purpose of the VHA ORH VRHRC SLC Operations Director is to provide guidance, supervision and support for the ORH congressional mandate found in Public Law 38 USC 7308, i.e. to 1) improve understanding of the challenges rural Veterans face, 2) identify disparities in the availability of health care to rural Veterans, 3) formulate practices and program to deliver healthcare to rural Veterans, and 4) develop special practices and products for the benefit of rural Veterans system-wide.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024. Time-In-Grade-Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks as a GS-13. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements Degree: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. AND In addition to meeting the basic requirement described above, you must also meet the following specialized experience requirement to qualify for this position: SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to at least the GS-13 level in Federal service that has equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of as Deputy Director, GS-0601-14. Specialized experience includes: Knowledge of the range of administration laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; Knowledge of relationships with other programs and key administrative support functions within the employing agency or other agencies; Skill to plan, organize, and direct team study work and to negotiate with management; Ability to coordinate and control programs and resources to balance administrative and clinical functions in the healthcare delivery system; Knowledge of basic health care management principles and practices; Experience with administrative service operations in the healthcare delivery system. NOTE: Your experience must be fully documented in your resume and must include job title; duties; month and year start/end dates AND hours worked per week. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
