About the Position: This is a Program Analyst, GS-0343-09 position with the U.S. Army Corps of Engineers, Fort Worth District, Programs & Project Management Division. This position is full-time and permanent. **NOTE: A recruitment or relocation incentive up to 25% of the base salary may be authorized for this position.**

Duties

Uses the Corps of Engineers Financial Management System (CEFMS) and PROMIS 2 (P2) to develop in-house, contractual, and labor purchase requests and commitments. Reviews project schedules for allocation of funds, analyzes requests for funding, and recommends to Project Managers the necessary adjustments to schedules and budgets with explanations of imbalances or deviations. Evaluates project financial data for correctness and consistency with previous budget estimates and current funding levels. Collects information from USACE automated information systems, performs analysis, and develops strategies and action plans after coordinating with the Project Manager and other team members. Reviews reports of upcoming project activities along with Project Delivery Team (PDT) labor budgets to identify required project labor codes and monitors completion of project activities to deactivate labor codes for completed work. Reviews financial and schedule information and evaluates overall project execution using established USACE criteria for inclusion in briefings and other data requests. Analyzes purchase requests, contract modifications, and other funds request documents prior to execution and implementation to ensure items are scheduled and within the approved budget. Advises Project Managers and other team members on the status and availability of project funds. Assists the Project Managers in reviewing, analyzing, and evaluating project budgets and schedules in P2 to determine progress, efficiency, and effectiveness of the project execution plan.

To qualify for the GS-09: Specialized Experience: One year of specialized experience which includes performing at least two of the following duties: 1) assisting with the analysis of budgets, statistical data, or accounting methodologies to monitor project budgets/funding requirements; OR 2) collecting project management data from automated information systems for discussion and coordination with project management team members; OR 3) identifying project management/financial issues and communicating them to management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
