Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience working in financial markets and with complex financial plans including loan credit risk, public infrastructure finance, or municipal bonds; analyzing financial models to identify and evaluate trends or problems and/or develop and recommend solutions.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience working in financial markets and with complex financial plans including loan credit risk, public infrastructure finance, or municipal bonds; analyzing financial models to identify and evaluate trends or problems and/or develop and recommend solutions; and presenting information to internal and external stakeholders.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of municipal bonds and private activity bonds;
Knowledge of the basic types of public-private partnerships in the water sector;
Skill in interpersonal relationships sufficient to provide factual information;
Skill in oral communication;
Skill in obtaining, compiling, and summarizing narrative information and quantitative data for use by others;
Ability to conduct presentations of analyses and findings;
Skill in written communication;
Ability to perform financial analyses;
Skill in the preparation and use of spreadsheets; and the use of models and data bases.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You need a degree or combination of education and experience as described below to qualify for this position.
A bachelor’s or higher degree from an accredited or pre-accredited college or university in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to this position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; OR general experience that required gathering and analyzing facts and figures, and presenting the information or conclusions in clear oral and written language; or that provided a knowledge of the principles of financial analysis or of insurance laws, such as contract, property, life, casualty, or marine insurance.
