This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Responsible for all phases of the procurement cycle from initiation of the requirement through contract closeout or termination.
Duties
Performs post-award functions to include monitoring contractor performance, negotiating, modifications to the contract and contract closeout.
Performs detailed analysis of proposals received, ensuring strict compliance with specifications on negotiated procurements, and recommending award based on best overall value to the Government.
Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Foundation in the Acquisition Career Field Contracting within 24 months of entrance on duty.

Qualifications
This vacancy is a career ladder position being filled at the GS-07 and/or GS-09 and/or GS-11 levels. Noncompetitive promotion to the full performance level GS-11 is authorized without further competition when selectee is eligible & recommended by management.

Basic Education Requirement for the 1102 series:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

FOR GS-07:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Assisting in performing pre-award contracting function using fixed price, cost-reimbursement, or a combination of contract methods; 2) Assisting in developing the negotiation strategy to include preparation, coordination, and execution of pre-negotiation; and 3) Assisting in reviewing bids/proposals to ensure regulatory and advertised procurement compliance are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-05.
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
FOR GS-09:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Assisting in performing pre-award contracting function using fixed price, cost-reimbursement, or a combination of contract methods; 2) Assisting in conducting negotiation strategy to include preparation, coordination, and execution of pre-negotiation; and 3) Reviewing bids/proposals to ensure regulatory and advertised procurements compliance are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
FOR GS-11:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Performing pre-award contracting function using fixed price, cost-reimbursement, or a combination of contract methods; 2) Conducting negotiation strategy to include preparation, coordination, and execution of pre-negotiation; and 3) Reviewing bids/proposals to ensure regulatory and advertised procurements compliance are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for GS-9 and GS-09 for GS-11).
