About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Position is being filled at the GG-7/9/11/12 target GG-12 level. Duties described reflect the full performance GG-12 level. Duties will be performed in a developmental capacity under close supervision.

Duties

Participate in and sometimes independently conducts organization management and analysis studies. Serve as a member of operational planning teams (OPT) for the development, implementation, and life cycle support of force structure. Apply the Military Decision Making Process (MDMP) and other qualitative and quantitative processes to develop, assess, and provide a range of options for force structure solutions. Develop schedule 8s to align budget and force structure; CPLAN command brief; crosswalks to support implementation of command-wide restructure actions and provide analysis of grade and MOS impact. Analyze strategic directives, policies and regulations and other strategic publications and directives to assess impact to or potential opportunities for Command equities. Develop CONPLANS and CONOPS in support of force structure projects; conducts equipment analysis; and provides input to the Program Objective Memorandum (POM). Develop and presents briefings, reports, guidance, and correspondence.

GS-07 Requirement: Specialized Experience: One year of specialized experience which includes: using Microsoft office applications to develop, edit, and share documents, spreadsheets, and briefing materials; and assisting in accessing, downloading, modifying, and uploading information and products from FMSWeb, Resource Management On-Line, Program Optimization and Budget Execution (PROBE), or similar Army force management databases. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business (any business field including business administration, management, accounting, finance, etc.), industrial engineering, public administration, political science, psychology, sociology, labor relations, law, communication, data analytics/science, management science, information systems/technology/cyber, mathematics, operations research, economics, statistics, government, international affairs/relations, education, and administration/management (health care admin, industrial management, etc). OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).NOTE: Grade point averages will be rounded to one decimal point. For example, 2.95 will round to 3.0, and 2.94 will round to 2.9.NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A. claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09 Requirement: Specialized Experience: One year of specialized experience which includes: assisting with collecting and reviewing data for reporting purposes; drafting and editing manpower management documentation based on established policy and supervisory input; and assisting in evaluating the effectiveness of various new, existing, or modified functional processes and administrative systems. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, public administration, or communications. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. GS-11 Requirement:

Specialized Experience: One year of specialized experience which includes: collecting, compiling, and/or developing data into suitable reporting format and drafting reports; providing advice to management on matters regarding budget regulations and guidelines or financial management; and ; preparing staff papers, reports, executive summaries, general correspondence, and/or concept plans that support the reorganization of units.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, public administration, or communications.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Requirement:

Specialized Experience:
One year of specialized experience which includes: developing plans to align force structure to create or change Tables of Distribution and Allowance (TDAs), Augmentation TDAs (AUGTDAs), or Mobilization TDAs (MOBTDAs); analyzing program objectives using surveys/studies conducted to identify command needs; analyzing data collected to explain deviations from objectives; and recommending solutions to work methods, organizational structures, management processes, and/or staffing patterns changes in program services, or automation of work processes.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GG-12.
