You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP, BUDGET FORMULATION & PLANNING DIVISION of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will provide financial advice concerning use of resources. You will provide guidance and support in the preparation and execution of the Navy Working Capital Fund (NWCF) A-11, to include the operating budgets; stabilized and non-stabilized billing rates; civilian manpower; and all extract budgets.. You will develop, determine, and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets; implement of internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Analyzing data to provide guidance/options based on analysis; 2) Utilizing concepts, principles, practices, laws, and regulations of budgeting and/or financing; 3) Operating budget formulation and resource allocation processes; 4) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; and 5) Leading a team of people.
