You will serve as a Quality Assurance Specialist (Shipbuilding) in the Quality Assurance Department of the Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP) Gulf Coast.

Duties

You will review and analyze the Contractor's inspection/quality program and development of procedures, instructions, and checklists necessary for monitoring and evaluating the Contractor's quality program. You will participate in planning, developing, monitoring, and evaluating the overall assurance-engineering program for the Division. You will prepare and implement audit plans and schedules for Contractor's evaluation to determine degree of conformance with requirements. You will formulate quality assurance and inspection plans and techniques for implementation by the inspection Division. You will develop technical, audit, and investigation reports for managerial review. You will investigate areas, where the Contractor's inspection system is suspected of being inadequate, for the purposes of isolating the cause and making recommendations for remedial action. You will conduct quality assurance (QA) classes for employees to enhance organizational effectiveness.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to perform occasional sea duty.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing quality assurance inspections, reviews, or audits of shipbuilding programs to support the design, development, or acquisition of ships. Examples of qualifying experience may include (1) broad and extensive knowledge of quality assurance (QA) principles, procedures and concepts applicable to shipbuilding, production, construction, and repair and testing; (2) a comprehensive and thorough knowledge of QA and process control programs, systems, applications, practices, techniques, principles, and concepts; (3) a comprehensive and thorough knowledge of QA and processes and procedures as they apply to contract administration for the procurement of ships and the services, supplies, equipment and documentation associated with ship fabrication inspection, testing, and trials; (4) evaluating the effectiveness of operations in terms of mission accomplishment, quality and quantity of standards, procedural, policy and regulatory compliance, and technical competence; (5) skills in researching and confirming obscure and complex technical documentation of quality contractual technical references and requirements; (6) a thorough knowledge in reading blueprints, drawings, technical manuals, ship specifications, military and commercial standards and specifications, and related technical matter. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
