Duties
You will manage and direct a quality assurance program and provide oversight of industrialized shipbuilding contractors engaged in the maintenance, repair, and/or overhaul of naval ships under construction.
You will direct, guide, monitor and evaluate the progress of work and review work assigned to the division and branch heads.
You will develop internal methods, procedures, and policies governing the operation of assigned functions and responsibilities.
You will resolve problems utilizing quality assurance and management techniques.
You will capture performance of contractor deficiencies and report trends and corrective action to improve performance.
You will collaborate with chiefs of other activities and negotiate, decide on, and coordinate work-related changes affecting other activities.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to successfully complete a pre-appointment physical examination.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This a Defense Acquisition Workforce position requiring Engineering and Technical Management, Practitioner certification. The incumbent has 60 months to earn this certification, in accordance with DoD Instruction 5000.66.
- You must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoD Instruction 5000.66.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-03) or grade level (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing quality assurance programs to ensure the implementation of quality policies, procedures, or standards in support of shipbuilding requirements.
