You will serve as a Financial Management Analyst in the D525000 Division, within the D520000 Spectrum Warfare Department of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will perform analysis by interpreting findings, developing constructive conclusions, providing recommendations, and resolving administrative problems.
You will process all personnel actions for the D/E525000 division, using various hiring tools (i.e., CWA, TWMS and DCPDS) and assisting with hiring plan development and maintenance.
You will work with the customers to identify future hiring requirements and assist in resolutions and decision-making regarding personnel hiring authorities.
You will ensure compliance with established criteria e.g., employee relations, personnel laws, rules, regulations and labor relations.
You will extract and consolidate NERP and other systems information, processing Incoming and Outgoing Funding Documents, PID/PR's, Adjustments, Accruals, creating reports in Excel ranging from simple to complex.
You will perform financial planning, monitoring, analysis, and reporting for the division.

- This is a Financial Management Level I/II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
DA-04:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Demonstrating knowledge and experience with financial tracking, planning, and analysis; 2) Identifying, analyzing, and resolving a range of budgetary problems (including development of alternative methods of funding, and formulation of budget estimates); 3) Extracting information from Navy Enterprise Resource Planning (NERP) and performing data analysis. 4) Processing a wide variety of personnel actions and assisting with hiring plan development and maintenance; 5) Interpreting financial policies, procedures, and regulations.
DA-03:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band (DA-02) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Utilizing Excel skills to extract data from automated systems and format into reports; 2) Assisting with financial analysis and interpretation and evaluation of funding plans; 3) Tracking funding, validating expenses, reviewing transactions in accounting system, and reconciling accounts; 4) Processing a wide variety of personnel actions and assisting with hiring plan development and maintenance; 5) Assisting in making recommendations for financial data corrections.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For DA-04:
Successful completion of Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
For DA-03:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
