You will serve as a FINANCIAL MANAGEMENT ANALYST in the TRAVEL BRANCH of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as Agency Program Coordinator (APC) with maintaining Citi-Manager account access and required permissions.
You will provide daily Defense Travel System (DTS) and CITIBANK (GTCC) customer service in accordance with the JTR, Navy Business Rules (NBR’s), DoDI 5154.31, Vol 3 and IBA APC Desk Guide for headquarters personnel and subordinate commands.
You will process Mission Critical and credit limit increase requests in Citi-Manager as appropriate.
You will generate and process Citi-Manager reports (Delinquent, Mission Critical, Individual Billing Account, Aging Analysis, Non-Travel Activity, pre-suspension, etc.) and prepare and distribute IBA Delinquency Letters.
You will provide assistance with investigative audits and reports performed for Fleet Forces and lower echelons in the discipline of travel and the GTCC.
Requirements

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band GS - 07 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience serving as the Agency Program Coordinator (APC/Alternate) for the Government Travel Credit Card (GTCC)
Experience working with DTA's in assisting with staff travel requirements such as ensuring completion of DTS and GTCC training and maintaining documentation, updating profile information and Check-in and Check-out processing.
Experience providing analytical and interpretive direction associated with the administration of Travel and the Government Travel Charge Card (GTCC) Programs.
Experience establishing and maintaining effective working relationships with both internal and external customers at all levels employing clear, courteous, and effective communications regarding the BSO Travel and GTCC programs.
Experience proactively providing input to improve the Government Travel Charge Card processes and enhance customer satisfaction.
Experience utilizing financial management systems such as Defense Travel System (DTS), CITI Bank EAS, Visa INTELLILINK, Command Financial Management System (CFMS), and Standard Accounting Budgeting and Reporting System (SABRS).
Experience managing IBAs and overall day-to-day operations of the GTCC program. Regularly monitoring cardholder activity and delinquencies/misuse through EAS-generated reports and the Visa IntelliLink Review Analytics Module results and initiating appropriate actions as necessary. Maintain hierarchy structure and termination of GTCC's upon cardholder's dismissal, retirement, or separation.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher-level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
