These positions are located in the Drug Enforcement Administration (DEA), Human Resources Division, Compensation & Benefits Section. These position(s) primary purpose is to support and assistance to the Unit Chief in planning, developing, achieving, and maintaining a progressive and effective DEA compensation program.

As a Human Resources Specialist (Compensation)your typical work assignments may include: Researching case law to assure that the organization's actions are appropriate and legally defensible. Planning, coordinating, and conducting special studies of compensation policies, issues, and practices, such as locality pay rates, premium pay use, environmental hazard pay, and annual pay adjustments. Developing new or proposed compensation policies, procedures, and guidelines for a wide range of DEA occupations and operations. Providing oversight and guidance on pay and leave programs. Providing advice, training and information to timekeepers, system administrators, supervisors, and employees on pay, leave, time and attendance issues and other complex compensation matters.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of experience (equivalent to at least the GS-11 level or pay band in the Federal service) that includes performing the following duties: 1) Providing policy and consultation on a wide range of compensation, pay, and leave issues, and developing future policies to implement; 2) Providing advisory and consultative services to Human Resources staff and managers on issues affecting pay and leave operational issues; 3) Advising employees and management on specific compensation practices and regulations; and 4) Developing training material and status reports to foster understanding and acceptance of advice and recommendations. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of experience (equivalent to at least the GS-12 level or pay band in the Federal service) that includes performing the following duties: 1) Providing policy and consultation on a wide range of compensation, pay, and leave issues, and developing future policies to implement 2) Advising employees and management on specific compensation practices and regulations; 3) Developing training material and status reports to foster understanding and acceptance of advice and recommendations; and 4) Developing new HR techniques and/or establishes new criteria or approaches and methods for program implementation. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Organizational AwarenessPlanning and EvaluatingProblem SolvingTechnical Competence Time-In-Grade Requirement: Applicants who are current Federal employees must meet time-in-grade requirements by the closing date of this announcement (as defined in 5 CFR 300, Subpart F).
