Duties

Typical work assignments include, but are not limited to: Serves as the Supervisory HR Specialist responsible for a combination of the following program areas: Benefits, retirement, compensation, service compensation date, eOPF, and processing personnel action requests. Advises and assists sub-component executive leadership in assigned areas of expertise including providing technical guidance, determinations, and interpretations on program implementation and application of regulations. Develops and issues guidance in the form of policy and program objectives based on unique to specialized command situations. Plans and conducts various studies evaluation of benefits and pay program. Evaluates and determines impact, direct and indirect, on the total program of new legislation, executive and regulatory issuances. Prepares agency responses to Congressional, CISA Audit Reports, IG Inspections, CISA and OPM surveys regarding policies and practices.

You qualify for the GS-15 grade level, if you have: EXPERIENCE: I have one year of specialized experience equivalent to at least the GS-14 grade level in Federal service which includes: Interpreting federal laws and guidance to develop human resources personnel policies and procedures in Benefits, Retirement, Personnel Processing, and Payroll; and Executing human resources personnel management programs and policies; and Evaluating the full scope of human resources operational programs such as benefits, retirement, compensation, service compensation date, eOPF, and processing personnel action requests; and Directing a human resources team in executing personnel actions such as benefits, retirement, compensation, service compensation date, eOPF, and processing personnel action requests; and Supervising a broad team of employees for the human resources division. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail. All qualification requirements, including Time-in-Grade, must be met by the closing date of this announcement. Qualification AND Time-in-Grade claims will be subject to verification.
