About the Position: Serves as a Human Resources Specialist within the Civilian Senior Leader Management Office (CSLMO) responsible for providing technical advice and assistance in various civilian HR program areas to senior level management officials within Department of the Army on all matters dealing with the classification, staffing, pay setting, processing of personnel actions, and benefits and entitlements of serviced population.

Duties

Provides staffing advisory services as well as identifying the most effective and efficient staffing/recruiting and placement processes for Civilian Senior Executive (CSE) positions. Advises the Director, CSLMO and Division Chief on any new or proposed changes and provides recommending positions either orally or in writing. Processes and/or instructs the CSLMO serviced customers on preparation and submission of personnel actions. Advises management on recruitment strategies, sources, and special programs, recruitment, relocation, retention incentive programs, merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent must obtain and maintain a Secret clearance.

Providing technical advice to management on Civilian Human Resources programs. 2. Creating vacancy announcements to produce referral lists. 3. Reviewing past recruitment practices to advise on future staffing strategies. AND 4. Maintaining full visibility over all RPAs from start to finish to advise management in all stages of the recruitment process. This specialized experience is equivalent to the GS-11 level in the Federal service. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13: One year of specialized experience which includes: 1. Providing staffing advisory services for Civilian Senior Executive positions. 2. Assisting in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. AND 3. Performing special studies to makes recommendations for resolving problems and policy issues. This specialized experience is equivalent to the GS-12 level in the Federal service. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
