You will serve as a PROGRAM ANALYST in the office of the HR Directorate of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will plan, organize, and monitor Special Agent promotion boards.
You will review and validate policy documents, ensuring proper descriptions and adherence to prescribed procedures across government agencies.
You will draft promotion board announcements and prepare changes to policy documents.
You will oversee promotion processes, including tracking and managing promotion files, assembling scores, and preparing selection documents.
You will manage various program segments related to career development, including transfer cycles, overseas assignments, and special requests.
You will administer various administrative processes, conduct reviews, and process requests through relevant channels.
You will use data analysis efforts to capture metrics for organizational decision-making and apply analytical tools for assessing and addressing modernization efforts.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying employment regulation, policies, and procedures;
Experience analyzing data to improve modernization initiatives, ensure compliance with organizational guidelines, and provide guidance to senior leadership; and
Experience managing the promotion board process as it relates to planning and monitoring selection boards, drafting policy, reviewing documents, and compiling data.
