Duties
The primary purpose of this position is: To serve as Deputy Chief of the Joint Electronic Warfare Center's (JEWC's) Joint Electromagnetic Spectrum Information & Analysis Fusion (JEMSIAF) Division sharing with the Division Chief the full scope of responsibility for directing the activities of the division and, in the chief's absence, possesses the same authority and prerogatives. Additionally, serves as the division's senior technical advisor and portfolio manager with responsibility for overseeing JEMSIAF contracts and budget requirements, advocating for future growth funding and technical requirements, and overseeing and implementing long-term technical portal goals.
Works with the Division Chief in planning, organizing, and overseeing the activities of the Division
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities
Serves as the command focal point and technical advisor for EMS force structure, data fusion, data aggregation, and portal programs and requirements
Leads and/or conducts special studies and projects providing technical guidance, advisory support, and assistance on major projects for broad and varied program operations across the organization

Qualifications
The incumbent must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
This position is designated as key. The duties of this position meet all requirements for a category 4 key position designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve IAW DoDI 1200.7, Screening the Ready Reserve.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW DoDI 3020-42, Defense Continuity Programs
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the planning and execution of electronic warfare and joint electromagnetic spectrum operations at the strategic, operational, and tactical levels; knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Joint Staff organizations to provide command-level staff guidance; knowledge of data management concepts, methods, systems, and architectures sufficient to apply and adapt new and improved approaches to the design, development, and implementation of streamlined data aggregation and normalization systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the planning and execution of electronic warfare and joint electromagnetic spectrum operations at the strategic, operational, and tactical levels.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Joint Staff organizations to provide command-level staff guidance.
Knowledge of data management concepts, methods, systems, and architectures sufficient to apply and adapt new and improved approaches to the design, development, and implementation of streamlined data aggregation and normalization systems; ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Skill in the application of business process engineering and project management principles, methods, and practices to include developing plans and schedules, estimating resource requirements, defining milestones and deliverables, and evaluating accomplishments against standards and priorities.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate branch chiefs to include the application of appropriate personnel management, EEO, safety, and security regulations, practices, and procedures.
Ability to communicate effectively, both orally and in writing; to communicate highly complex concepts clearly, concisely, and with technical accuracy; and to negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial changes in doctrine, policy, or resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
