This Administrative Officer position is located within Clinical Engineering service at the VA Providence Healthcare System. This position is full-time at 40 hours per week.

Duties

This Administrative Officer (AO) position functions as an extension of the Chief/Assistant Chief, Healthcare Technology Management Service, and other shared service line Chief/Assistant Chief. Major duties and responsibilities include, but are not limited to: Participates and presents in meetings with leadership, various interdisciplinary committees to address administrative management issues, resolve problems, and provide recommendations. Oversees and facilitates the administrative management for HTM and other shared service line. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management with HTM at the medical center, VISN and VANEC levels. Oversees administrative, personnel administration, logistic, program planning and evaluation, fiscal, quality assurance and educational matters for the Services. Prepares correspondence, memorandums and reports for each service to include personnel management/administration, continuing education, budgeting and financial management, procurement and contracting, capital equipment monitoring and acquisition, property management, integration reports and monitoring of supplies. Plays a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the medical center and VISN HTM activities. Based on review and analysis, recommends changes in personnel, space utilization, equipment and its location and related material and workflow. Prepares justifications and requisitions for new and replacement equipment. Oversees the Service(s) Equipment Inventory Listing (Ell), property management and prepares necessary documents to request, reutilize, or decommission equipment. Provides for the overall administrative management of the Service(s). This includes interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Advises on and recommends courses of action pertaining to administrative issues. Serves on various committees within the Service(s) and medical center including special task forces. Serves as the HTM representative overseeing the full range of human resources requirements for the HTM service at the medical center. Prepares and submits requests for personnel actions, which includes recruitment, promotion, reassignment, etc. Maintains the organizational chart, computerized personnel roster, employee time reports, and position descriptions for all sites included in the VISN 1 HTM Consolidated Program and shared support services as applicable. Communicates, interprets, and advises on federal and agency personnel policies, regulations and procedures including reviewing and analyzing Equal Employment Opportunity issues, voluntary separation documentation, on-call procedures, and overtime. Manages procurements for the Service(s). This may include preparing procurement requests, evaluating proposals for work, acting as a Contracting Officer Representative (COR) for procurements. Serves as the Records Control Officer for the Service(s). Takes a leadership role in maintaining and updating Service(s) databases, SharePoints, and other shared computer drives. Uses software and databases such as Excel, Word, Computerized Maintenance Management Systems (CMMS), and other Service(s) specific systems. Performs other related duties as assigned. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is eligible for coverage by a Bargaining Unit, but is not currently represented. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024. Preferred Experience: Healthcare Technology Management (HTM) experience. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the next lower grade (GS-9) in the normal line of progression for the occupation in the organization that equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position. Specialized experience includes but is not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related. Degree must be in a field that has equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. NOTE: Transcripts must be provided with application if you are using education as part of your qualifications. Education cannot be credited without documentation. OR, Combination of Education and Experience: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education (beyond 2-years of graduate/Masters level education) may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. NOTE PERTAINING TO DETERMINING EXPERIENCE: First determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Physical Requirements: The work is sedentary. Typically, the employee sits at a desk or table with some walking and standing. Incumbent may be required to travel to other VA's.
