The Administrative Officer position is located within the Business service line at the Providence, VAMC in Providence, RI. This is a full time position; 40 hours/week.
Duties
The primary purpose of the Administrative Officer is to provide administrative support throughout the Patient Services Department and to oversee the Processing and Intake Section of the Providence VA Medical Center. The Processing and Intake Section is responsible for enrollment of all eligible Veterans; verification of eligibility of Veterans; processing MEANS test applications for Veterans; and process the ID cards; along with the processing of beneficiary travel; patient funds; and the centralized registration unit. This is a supervisory position. Duties include, but not limited to:
The incumbent is responsible for providing leadership and coordination (both within and outside the medical center and service as appropriate) in the development, implementation, evaluation, interpretation, revision and necessary corrective action of all applicable administrative policies, functions, activities, operations, and programs for the service.
The incumbent reports directly to the supervisor and works as a delegate for the Chief of Service in coordinating the daily operational activities and long-term strategic planning projects, contracts, workload, and cost analyses.
The incumbent will be responsible for administration of professional services and resources for all staff working in the service. Also, develop and maintain positive clear communication with the administrative services such as Human Resources, Logistics, Fiscal, Payroll etc.
The incumbent draws on his/her specialized knowledge of the basic principles and practices of managing healthcare delivery systems in achieving the necessary results for performance of this job.
The incumbent is responsible for the program, planning, and administration of the Processing and Intake Section. This includes establishing operating guidelines, assigns work assignments, coordinates activities, and resolves technical work problems not covered by established policies and regulations.
Incumbent analyzes functions required to efficiently accomplish the processing of applicants, determines the patient eligibility for medical and dental care, and assigns priorities to ensure timely processing.
Develops plans and schedules to meet program goals and priorities.
Ensures administrative staff are properly trained and kept updated on eligibility and enrollment regulations.
The incumbent will ensure that clerical staff applies appropriate eligibility determinations when required.
The incumbent ensures that administrative staff process Veterans' means tests timely and accurately.
Ensures that administrative staff provides timely service to those patients requiring ID cards. Incumbent monitors the workflow to ensure that all areas of the Processing and Intake Section are operating efficiently and without work stoppages.
Incumbent ensures that all administrative staff is trained in all areas of the Processing and Intake Section.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-9 grade level, applicants must meet at least one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience coordinating and managing daily operational activities, long-term strategic planning projects, with adherence to applicable administrative policies, Knowledge in establishing operating guidelines, scheduling work assignments, and resolving technical work problems, Experience training staff members how to perform tasks, operation processes, and the application of rules and policies, Ability to gather, assemble and analyze facts, draw conclusions, devise solutions, and maintain effective relationships with a wide variety of services internal and external to the agency, Knowledge of protecting and safeguarding induvial confidential, personal identifying information. HIPPA rules, Experience with recruiting for the service, serving as part of a decision-making. hiring team, participating in interview, and hiring processes, Experience supervising staff and rating individual work performance OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). Physical Requirements: The work involves some standing, walking, kneeling, bending squatting lifting and carrying light items 75% or more of the time. No special physical demands are required to perform the work; however, the work requires emotional stability to resolve crisis situations.
