This Administrative Assistant/Administrative Officer position is within the Geriatrics and Extended Care services at the Providence VA Healthcare system, located in Providence, Rhode Island. It is full-time at 40 hours per week.

Duties

The primary purpose of this position is to provide counsel to the Chief and Assistant Chief of the Geriatrics and Extended Care (GEC) on proposed solutions that would enhance quality patient care and resources utilization in GEC. They are responsible for assisting in planning, organizing, coordinating, implementing, and evaluating overall administrative operations. Duties include, but are not limited to:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-07 grade level, applicants must meet at least one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. To qualify for this position at the GS-9 grade level, applicants must meet at least one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature, knowledge of pertinent laws, regulations, policies and precedents which affect business and administrative operations. Knowledge of a variety of software packages for multiple functions and the relationship between them, skill in applying special budgetary principles and practices peculiar to the VA, knowledge of the structure of appropriation accounts, skill in using quantitative and qualitative analytical techniques OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:Administration and ManagementCustomer ServiceOral CommunicationOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
