This position is located in Rock Creek Park, in the Maintenance Division.
The Facility Operations Specialist supports an organization of facilities and equipment through work with multiyear/operational budgets, and the utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources.
Duties
The major duties of the Facility Operations Specialist position include, but are not limited to, the following:
Performs and maintains asset inventories and condition assessments for the purpose of tracking and projecting maintenance costs for annual and multi-year plans.
Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements.
Reviews all contract construction project safety plans to ensure all OSHA and other safety and environmental requirements are met.
Prepares annual work budget plans for maintenance operations using the National Park Service (NPS) financial management programs.
Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement - 02/13/2024 - unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To qualify for the Facility Operations Specialist position at the GS-09/11 grade, you must meet the following basic requirements by the closing date of this announcement:
Basic Requirement
Degree: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. -OR-
Specialized Experience: Qualifying specialized experience to include: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
In addition to the basic requirements listed above, one full year of specialized experience must be met.
To qualify for this position at the GS-09 grade level, you must meet the following minimum qualifications by the closing date of this announcement:
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include at least three of the following: Assisting with performing asset inventories; assisting with the preparation of budget requests; assisting with preparation of project proposals; assisting with planning, organizing, or arranging for preventative and recurring maintenance and repair work; assessing conditions of components such as foundations/structures, plumbing and/or electrical systems, and HVAC systems; assisting with planning and reporting on facility, utility, and grounds projects; assisting with review and oversight of project safety plans and procedures; preparing data summaries for inclusion in routine reports; tabulating cost data on assigned projects. ***You must include your resume with hours worked per week.*** -OR-
Education: Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. To qualify for the Facility Operations Specialist position at the GS-11 grade level, you must meet the following minimum qualifications by the closing date of the announcement:
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include at least five of the following: Performing asset inventories; preparing and revising a budget; providing required data and assistance to program managers and staff in developing budget and program planning summaries; planning, organizing, and arranging maintenance and repair work for facilities; ensuring all project construction, maintenance, and repair work is performed in accordance with required codes and regulations; overseeing the operation and maintenance of an emergency fire detection and fire suppression system, security and alarm systems; coordinating, planning, organizing, managing, reviewing and overseeing project safety plans and procedures; preparing data summaries for inclusion in special reports; tabulating and analyzing cost data on multiple individual projects (e.g., construction, research, or maintenance). ***You must include your resume with hours worked per week.*** -OR-
Education: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
