The Administrative Officer of the Day (AOD) is delegated full authority and responsibility when necessary to exercise the Medical Center Director's prerogative in medical administrative matters occurring during the tour of duty; represents and acts on behalf of the Medical Center Director in (non-policy making) administrative matters. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

Duties

Duties include but not limited to: Administrative Duties: Delegated full authority of the Assistant Chief, MAS, for administrative activities occurring on tour. Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, fee basis, and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel. Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours. Provides orientation and situational technical advice to physicians regarding VA policies and procedures. Serves as the Patient Advocate representative during tour of duty for administrative matters. Coordinates non-routine contacts received at the medical center after regular operating hours. Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public. Guides all MAS personnel assigned to other than normal tours of duty, such as MSAs, medical clerks, ward clerks, telephone operators, file room personnel, admitting and clinic clerks; and serves as an advisory resource. Handles all emergency requests for annual and sick leave for MAS personnel on assigned tour; assures adequate MAS coverage through call-in of support personnel as directed. Has the ability and knowledge to prepare daily Gains and Losses sheet, Nursing Home Census, and other related statistical reports which is posted to the facility electronic morning report. Maintains awareness of current bed inventory with the use of the Bed Management System (BMS); obtains bed availability for treatment needs. Assists the Emergency Department with Emergency Department Integration Software. Provides daily written report/tog of all activities occurring during tour of duty. Briefs oncoming shift of pending events. Coordination Duties: Delegated authority to act on behalf of the Director to initiate actions dealing with any disaster situation, in accordance with hospital-wide disaster plan. Responds to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies and personnel; notifies authorities as situation dictates. Enforces Health Care System (HCS) policy that only authorized personnel are allowed into certain areas after regular duty hours. During regular duty hours, may be assigned as acting section chief or to perform additional medical administrative duties. As such, participates in special projects or analytical studies or problem areas; conducts investigations and/or systematic reviews of MAS operations; prepares work flow charts, work standards, and staffing recommendations; makes recommendations or suggestions for improved methods and procedures; coordinates, implements, and completes accepted changes. Thorough knowledge of contents and arrangement of administrative and medical records, military records, and claim folders in order to search and extract a variety of information relevant to determining eligibility and entitlement, priority of care, and other data necessary for rendering medical care. In all interactions with both internal and external customers, will reflect an awareness of the HCS's commitment to the mission. Release of Information: Maintains good public and media relations. Establishes and maintains liaison with Public Affairs Officer, whenever applicable. Death and Details: Maintains Seriously Ill roster, notifying next-of-kin, as appropriate. Obtains operative permits, when appropriate, and assists Physician. Provides compassionate and sympathetic explanation of death and burial benefits to family and next-of-kin. Work Schedule: Rotating Shift: 4pm-12am; 12am-8am; 12am-12pm; 12pm -12am; 8am-8pm Position Description Title/PD#: Medical Administrative Assistant (AOD)/PD08078A Physical Requirements: The work requires mostly walking through the Medical Center with occasional the requirements to lift objects such as suitcases, clothing or medical charts. Occasional sedentary work such as standing, bending, and carrying items such as folders, mail, supplies, etc.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS6 in the normal line of progression for the occupation in the organization.. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes: Knowledge and understanding of Medical Center policies; regulations, memorandums, goals, objectives, procedures, forms, and processes related to Eligibility, Third-Party Insurance, Admissions, Patient Transfers and Referrals, Scheduling and Appointment Management, Beneficiary Travel, FOIA, and HIPPA. There is no educational substitution for the GS-07 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
