The primary purpose of this position is to administratively support the Chief Engineering Service, Associate Chiefs of Engineering and Engineering programs operations. This is accomplished by monitoring regulatory agency compliance with The Joint Commission (T JC) accreditation standards, internal Environment of Care compliance, workflow quality assurance and physical plant integrity systems.
Duties
Major duties include, but are not limited to:
The incumbent develops, maintains, and monitors integrated reporting systems, affecting programs throughout CTVHCS with functions and operations that are extensively inter-related. The Program Support Assistant is responsible for collection of the pertinent data, developing and analysis to ensure completeness of the data. The incumbent prepares the data as required for presentation of the information to management, surveyors, or inspectors.
Actively participates as a scribe for various groups, teams, and committees within Engineering, the medical center, and the VISN. Provides technical assistance, and consultation to engineering and non-engineering entities. Provides/receives data from a range of sources internal and external; prepares reports to analyze trends and interprets data. Bridges the understanding gap between disparate groups both internal and external to ensure data relevance and mutual understanding. Assists management in preparation of both routine and unique one-time presentations, reports, surveys, and trends.
Conducts special studies, and performs cost benefit analyses of, but not limited to, manpower, medical equipment, utility systems to evaluate existing systems for Improvements and/or to make recommendations for developing new alternatives. Assists in establishing goals and in determining how the improvement processes are to be implemented and measured for effectiveness and organization productivity. This involves the gathering and analyzing of statistical data, trend studies, and personal observation, and requires a background of management analysis, reports management, and administrative work. Designs data-base and Excel custom queries and report generation. Ability to chart and present data in a manner that clear and concise.
Recommends and prepares new or revised standard operating procedures or work guidelines to comply with new directives. Communicates information to management for effective evaluation of program operations and milestones, and helps develop strategies to achieve customer satisfaction. Monitors quality assurance through data collection data, customer feedback follow-up.
The incumbent assists in administering service contracts, and in long-range planning for equipment and materials availability. This requires periodic auditing of these processes and resources to ensure availability. Incumbent assists in development and tracking of Performance Improvement Indicators for all aspects of engineering operations.
Incumbent conducts studies by researching data, analyzing and reviewing documentation, and presenting accurate and factual documents. Incumbent develops and maintains information/data in various forms to include various types of charts and graphs. Incumbent performs analysis of workloads within the sections, utility consumptions and cost, maintenance of equipment, etc.
Assists staff in completing efficiency reviews, compiling workflow data for trending analysis, establishing new policies. Provides knowledge, advice, and assistance in application of Information technology as it applies to the Engineering Programs.
Maintains 6-part folders for employees supervised by the Chief, Engineering Service, and ensures that documents are current and available for reviews, audits, and other actions. Prepares various human resources forms and correspondence including requests for personnel actions, position descriptions, performance plans, competencies, award nominations, disciplinary actions, official EEO documents generated as a result of hearings and settlements, and maintains confidentiality of these documents.
Performs duties of time keeper on a routine basis and also periodically audits employees leave usage for patterns of sick leave abuse and excess tardiness. Coordinates with supervisors as the need for intervention and follow-up presents itself.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists resolving problems utilizing data analyses and administrative / clerical work of the office; Contributes to monitoring operating programs as they relate to automated data processing i.e. software training, technical assistance, and troubleshooting of equipment for staff; Collects, compiles, and analyzes data extracts for various reports; Enters pertinent information into an automated tracking system; Uses software applications to draw information to prepare/assist in preparation of reports; Prepares, executes, and/or tracks program (s) specific information which includes, but is not limited to, performance measures, suspense.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
