The Veterans Health Administration (VHA) provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional environments. These environments include Department of Veterans Affairs Medical Centers (VAMCs), Community-Based Outpatient Clinics (CBOCs) and other VA outpatient facilities, Vet Centers and the Veteran's place of residence. This position is located at the VA Pittsburgh Healthcare Systems.
Duties
The Telehealth Technology Program Analyst position is required to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout the VAMC/Health Care System using state-of-the-art, clinical technologies and partnerships which provides access to care to Veterans. This position supports the delivery of health care through all Telehealth modalities: synchronous, asynchronous and remote monitoring; therefore, it is imperative that the incumbent is subject matter expert (SME) for all Telehealth and Connected Care technologies as well as the information technology (It)platforms, processes and systems that VA utilizes with which these technologies must integrate.
Duties include but are not limited to the following:
Knowledge of Medical Center's organization programs, missions and functions along with projects related with comprehensive knowledge of management and organizational techniques, systems and procedures applied in performing a wide variety of clerical/administrative duties.
Mastery of advanced knowledge and professional experience in the principals and techniques of telehealth used in VHA to support the following modalities: Synchronous Video Telehealth, SFT and HT.
Expert level of skill in optimizing the use of available and emerging health information technologies to improve access to care for veterans.
Proven ability to navigate electronic resources and tools effectively such as the Telehealth Management Platform (TMP) to perform resource management, building scheduling grids, scheduling of Telehealth appointments, etc.
Extensive knowledge of and skill in providing education and training for VA and non-VA entities on various telehealth technologies.
Mastery of a wide range of analytical and evaluative methods related to telehealth technical project management.
The incumbent is a subject matter expert in the security and compliance of these technologies and how they are setup, managed and deployed.
Establishes concepts and methods, and develops telehealth initiatives using innovative alternative approaches from the standpoint of the quality of the telehealth experience, likelihood of success, feasibility, cost, priority and consistency with overall program of the agency.
Develop, implement and maintain a customer service strategy.
Ability to communicate effectively with VHA staff from diverse disciplines within the facility and within a team.
Written and Oral presentation skills.
Various computer knowledge: Microsoft-Word, Microsoft-Excel, Microsoft Outlook (Calendar/E-mail), Microsoft Powerpoint, VISTA, CPRS, PAR and Maximo, Microsoft Access and Pyramid and Microsoft Sharepoint.
Work Schedule: 8:00a to 4:30pm, Monday thru Friday

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You possess one (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes, but not limited to: Knowledge of a clerical and administrative duties. Advance knowledge and experience with telehealth technologies used in VHA. Knowledge of government -wide regulations, policies, systems, and requirements in various areas such as budget, personnel, contracting and procurement. Analyzing and evaluating programs for improvement. Retrieving and managing data from files. Making recommendations to complex problems.

Education: I have successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Combination: Applicants may also combine education and experience to qualify at the GS-9 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Physical Requirements: The work is usually performedin an office environment, meeting rooms, clinical spaces, or similar setting. Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of item driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation. Fieldwork may involve travel for training activities, physical inventory, attendance at meetings and conferences.
