Serves as the IT Program Manager (PLCYPLN) in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is responsible for defining, selecting, procuring, and implementing projects that support supply chain, and financial management modernization through business process and technology solution development, using the Department of Defense (DOD) Business Capability Lifecycle.
Duties
Serves as the focal point for all activities related to the Agency migration to a set of modernized, standardized business and financial system projects.
Develops the Analysis of Alternatives (AoA) study plan and supports the Division in the conduct of the AoA to select the best solution.
Responsible for managing and procuring very complex service contracts and software packages for IT.
Directs acquisition management activities for the program.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 2210 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least GS-12. Experience can be under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience:
Manages cost, schedules, performance, and supportability of the program.
Develop and interpret policies, procedures, and strategies governing the planning and deliver of IT services.
Directs acquisition management activities; includes direction and participation to establish economic and technical requirements in the initial program phases and throughout the acquisition life cycle.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12.
Time after competitive appointment.
