The incumbent functions as the Facility Operations Specialist for the VA Portland Health Care System, inclusive of all Health Care System (VA) owned and leased space including Outpatient Clinics, CBOCs or administrative space operated by the HCS.
Duties
Major duties include but is not limited to:
Plans, specifies, and coordinates all move project activities and all shop Preventative Maintenance (PM) routine planning
manages the building services and capital equipment inventory
Serves as the Fleet Program Coordinator and Alternate Approving Official (AO) for the Fleet Vehicle Purchase Cards
Ensures the smooth functioning of all administrative processes or instituting new processes or improvements to existing ones
Assists the Chief with optimal utilization of staff, space, equipment, and operating funds
Assists in the attainment of established service and related management goals as well as implementing and integrating FMS management policies
Serves as a key player in decision-making processes and matters that involve financial resources, personnel matters, administrative overarching operations functions
Assumes accountability for the success of specific Move Committee and associated activities, Building Service Equipment Inventory, Facility Space Files, Fleet Purchase Card programs, functions, or activities; and monitors the progress of the organization toward its goals and periodically evaluate and make appropriate adjustments
Develops routine plans or schedules; identifies schedule/time required, and estimates resources required
Trains new FMS staff and supervisors on the PM program and equipment management policies
Develops and/or participate in the design and move coordination for all medical programs, all business programs, and all infrastructure services
Works with in conjunction with the Project Engineers to provide needed services and installs regarding area ward remodels, station level projects, and minor program activations for newly created space
Coordinates each move within the shops, OI&T, Telecomm, Interior Design, and Clinical Services for necessary work descriptions, coordination, equipment, electrical, data, furniture needs and basic layout
Uses independent judgement when scheduling and planning the work to meet the demand in time allotted
Establish priorities from competing moves and needs
Helps to plan small renovations, partition changes, or internal reorganizations, and collaborates with the interior
decorator on specifications and dimensions
Evaluates physical building requirements and utilities as to station requirements and prepares the move project request and associated work orders
Responsible for maintenance database, program management database, and coordination of AMES/MERS database updates, or implementation of any new programs
Performs analysis, develops recommendation and provide management consulting on changes in processes and policies to effectively implement and utilize modern information technology
Responsible for the budget management of assigned moves, and the costing of various fund control points/purchase card transactions in support of Vehicle Fleet management
Performs analytical and evaluative work associated with line and /or program activities
Prepares a variety of reports and recommendations based on findings
Responsible for developing and furnishing data and performing analysis
Serves as the designated fleet card program coordinator; working with the designated fleet manager and approving official to obtain all necessary documentation for the issuance of fleet cards
Ensures that single purchase and monthly purchase limits are within fund control limits set by Fiscal
Performs property accountability duties
Process all credit card documentation for the M&R Section of FMS for supplies and services
Duties of the position represent those of the full performance level. Selections made below the full performance level will perform the same duties in a developmental capacity with a higher degree of supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet time in grade requirements and specialized experience within 30 days of the closing date of this announcement, 02/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
For a GS-9 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 1640 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:
Education: Undergraduate and Graduate Education in a Major study of engineering, industrial arts, property management, or business administration. Transcripts required. OR,
Specialized Experience: Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
In addition to meeting the Individual Occupational Requirement, you may qualify based on your experience and/or education as described below:
To qualify for this position at the GS-07 level, you must meet one of the following:

Physical Requirements: The work is principally sedentary. Some work may require walking in new and existing space to check on inventories and to create and maintain space database. Average continuous 2 hours. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items, or drive a motor vehicle. No special physical effort or ability is required to do the work.

GS-7 Education Substitution:
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education (18 semester hours) with a major study in engineering, industrial arts, property management, or business administration. OR,
- Superior Academic Achievement: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
- Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision.

OR,
- Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above may be used to meet the requirement of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-9 level.
