This position is located with Bonneville Power Administration, in Facilities and Workplace Services (NW), Chief Administrative Office (N).
A successful candidate in the Supervisory Facility Operations Specialist position will serve will provide direction and leadership in the planning, development and administration of programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization.
Duties
As a Supervisory Facility Operations, you will:
Exercise delegated managerial authority to set a series of annual and longer-range work plans and schedules for in-service and contracted work.
Make major recommendations and decisions related to the optimum mix of reduced operating costs and assurance of program effectiveness, including the introduction of labor saving devices, automated processes, methods improvements, etc.
Provide direction and leadership in the development, management and administration of programs, systems and work processes necessary to carry out Policy 440-75. These include all responsibilities associated with technical expertise on key code issues such as waivers, code applicability and giving counsel and interpretation of federal, state, or local requirements as applicable, industry standards or practices regarding building code decisions and managing the consequent policies which evolve from those decisions.
Plan work to be accomplished by subordinate organizational elements, sets and adjusts priorities, and prepares schedules for completion of work.
Represent the Workplace Services organization, Chief Administrative Office and/or the organization in working directly with executive-level personnel managers and staff in BPA, DOE HQ, and other Federal agencies; public and privately-owned utilities, manufacturers and providers of goods and services; professional groups and organizations; and any appropriate regulatory organizations.
Ensure team-oriented, effective, harmonious, and productive formal and informal working relationships within the organization, between the organization and other organizations.
Qualifications
This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.
If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-14 in the Federal service. Specialized experience is defined as: Specialized experience is defined as: 1) serving as a technical expert providing authoritative advice and interpretation on Federal, state, local requirements and industry standards for building code compliance; 2) assisting leadership in determining long-range program goals and developing applicable policies to achieve those goals; and 3) analyzing and recommending solutions to complex organization issues or road blocks to completing program goals.
