This position is located in NWF (HQ Facilities Operations and Maintenance), Workplace Services (NW), Chief Administrative Office (N), Bonneville Power Administration (BPA).
As Facility Operations Specialist you will ensure that maintenance, repair, and construction needs are identified and that maintenance has been performed in accordance with established schedules.

As a Facility Operations Specialist, you will:

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- This position will require travel throughout the BPA territory to include: Oregon, Washington, Idaho, and Montana facilities approximately up to 50% of the time.
- Position may be required to provide 24/7 critical operations to assigned facilities or systems to include on-call duties.
- Required to serve as Contracting Officers Representative for BPA lease agreements; this duty includes additional training and certification.
- This position requires a valid driver's license as a condition of employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09). Specialized experience for this position is defined as: (1) coordinating day-to-day building lease operations to include providing staff support and identifying/overseeing minor repairs, improvements, and alterations of building projects; (2) monitoring contractor work force to ensure efficient, economic, and environmentally-correct building and work place operations; (3) providing lease contract administration and oversight to include communicating lease terms, extensions and terminations ensuring that property owners are adhering to lease conditions and terms; (4) making changes and adaptations to guidelines, such as modifying standard lease and contract clauses.
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
GS-12: You must have one year of specialized experience equivalent to the next lower grade (GS-11). Specialized experience for this position is defined as: (1) coordinating day-to-day building operations and maintenance support to include identifying and overseeing major repairs, alteration, and renovation projects (e.g. HVAC, lighting, structural, etc.) ensuring all funds are spent according to appropriate regulations and procedures; (2) performing duties as a Contracting Officer Representative (COR) to ensure efficient, economic, and environmentally-correct building and work place operations; (3) establishing and communicating lease terms, extensions and terminations ensuring that property owners are adhering to lease conditions and terms; (4) resolving lease issues and documenting communications with property owner and tenants; (5) establishing new and/or modify existing practices, procedures and systems, within regulatory constraints, to meet client needs.
There is no substitution of education for experience at the GS-12 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
