About the Position: This position is assigned to The Adjutant General Division (TAGD) in the U.S. Human Resources Command (USAHRC). The incumbent serves as the Assistant Army Project Officer and leads a team in the Army Project Office (APO) for Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Personnel Identification System (RAPIDS).
Duties
Establishes operating guidelines to implement procedures, methods, and other work-related changes; improves operating effectiveness or correct problems.
Determines work priorities and assigns DEERS/RAPIDS work to employees based on selective consideration of such factors as difficulty/requirements of assignments, available resources, and the capabilities and/or special qualifications of employees.
Uses individual initiative, personal judgment, and knowledge in presenting a course of action that will bring the case to successful completion for PO approval.
Operates DEERS/RAPIDS as the Army's technical and policy expert and presents recommendations to APO for decision impacting all Army identification card issuing facilities worldwide.
Researches, identifies and resolves necessary changes to database files in a timely manner. Identifies shortcomings with new software, and recommends updates to software developers for incorporation to future updates.
Writes articles for publication in periodicals such as Army TASS Newsletter, DEERS/RAPIDS Newsletter, Army ECHOS, and any Public Affairs information that is required.
As the Assistant Project Officer, DEERS/RAPIDS, the incumbent conducts research for various investigations or projects assigned by the Army Project Officer.
Composes responses for the PO to determine final actions to be taken with regard to their respective individual circumstances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Must be able to obtain and maintain a Secret security clearance.
- This position requires the employee to occasionally travel away from the normal duty station (5%) of the time.

Specialized Experience: Specialized experience is defined as one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes work that involves: investigating a variety of problems/inquiries related to determination of eligibility for service-related CAC Card entitlements, benefits, and privileges in association with programs such as DEERS, MP ICAM (previously known as TASS), RAPIDS, etc. Analyzing facts obtained and determining course of action necessary to resolve cases. Acknowledging receipt of inquiries and conducting research of correspondence, reports of previous inquiries, and previous cases. Assisting with analyzing, investigating, and advising DOD agencies and the DOD program offices regarding emerging technologies, changing policies/laws, requirements for equipment, software changes and development, and the status of world-wide fielding in areas such as DEERS, MP ICAM, RAPIDS, and CAC cards.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some Federal jobs allow you to substitute your education for required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone. Substitution of education for experience is NOT permitted.
