Duties
As a IT SPECIALIST (PLCYPLN) at the GS-2210-14 some of your typical work assignments may include:
Lead efforts to refine and mature the Agency's processes supporting the identification, review, and approval of non-consumable IT goods and services, including those supporting National Security Systems and mission-enabling programs of record, whether managed by or acquired on behalf of the Agency, in a manner consistent with all applicable Executive, Legislative, DoD, and Agency policies/guidance.
Further integration of the CIO's IT acquisition reviews with the Agency's broader acquisition management processes.
Define process performance measures/metrics relevant to executive and the broader acquisition community's interest and provide regular reporting on IT acquisition process performance, including measures associated with the individual contributions of the review team.
Perform DTRA CIO review of all Agency acquisition actions for the purpose of identifying IT equities or dependencies and as appropriate, coordinate IT acquisition requirements through external oversight entities, such as the DoD CIO's centralized IT Purchase Approval Process and the DISA Fourth Estate Network Optimization Configuration Control Board.
If delegated, serve as the Agency's IT Purchase Approval Authority.
Audit reviewed acquisition actions to ensure CIO-provided guidance and approval caveats are appropriately adopted and adhered to, and to identify acquisition actions by-passing CIO review; and in coordination with Senior Acquisition Executive personnel, define and implement appropriate processes to mitigate such issues.
Represent the DTRA CIO and his/her equities in meetings of relevant DoD committees, communities of interest, working groups, and other such forums for the purpose of socializing emerging guidance or influencing changes in policy that may affect Agency IT strategies/plans, IT investment requirements, or IT acquisition compliance criteria.
Maintain and host a monthly training course for the Agency's acquisition community on matters of relevance to the acquisition of IT goods and services, including such changes in applicable acquisition guidance or compliance criteria.

Qualifications
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience managing projects and programs related to financial, acquisition, and programmatic data analysis of IT systems and services, to include performing cost, schedule, and performance analyses on IT development and maintenance projects and programs.
Experience with the Department's planning, programming, budgeting, and execution and acquisition processes, including developing defensible problem statements, business case analyses, requirements documents; conducting market research; developing statements of work / statements of objectives / performance work statements; conducting competitive procurements; and providing effective contract technical and financial guidance and management.
Experience eliciting and documenting customer requirements; developing and shaping acquisition strategies and packages for IT goods and services; and developing defensible Business Case Analyses presenting balanced and appropriate courses of action and recommendations.
Experience with mission assurance (defined as ensuring the protection and continued function and resilience of capabilities and assets, including personnel, equipment, facilities, networks, information and information systems, infrastructure, and supply chains, critical to the execution of DoD mission-essential functions in any operating environment or condition) and counter-WMD or counter-threat networks-related IT systems/programs/efforts (defined as those involving the analysis of data to detect, deter, or defeat the procurement, proliferation, or use of weapons counter to U.S. interests).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
