The primary purpose of this position is to supervise, lead, or perform administrative work that involves operating and maintaining buildings, grounds, and other facilities. The Supervisor Is responsible for a diverse and highly skilled design and vocational workforce. In addition to providing direct support for the maintenance and repair of the facility at the VASDHS, this position is devoted to improvements that may include contracted personnel for support.
Duties
Major duties include but are not limited to:
Operate facility programs and services efficiently by assuring compliance with all certification, safety, Inspecting, and directing activities providing services.
Manages an advanced capability and highly skilled team. The vocational trade personnel on this team are considered experts in at least one vocational area, and highly skilled and capable in many other areas. Their diversity of experience and capability will enable this team to provide support for normal facility maintenance and repair.
Coordinate with the Facility Manager and the Maintenance and Operations Supervisor to accept the additional workload, monitor and measure the performance of these activities and assume overall responsibility for the quality and timeliness of completion. This requires exceptional organizational skills to plan, coordinate and manage resource utilization among the many assignments, and uses their communication skills to keep their peers informed of the work assignments that they have accepted.
The incumbent will also interactive with hazardous materials such as asbestos, lead paint, and other building materials that require special handling and disposal.
The incumbent must use their expertise and experience to recognize where hazardous materials may exist and ensure the proper personal protective equipment is used by all personnel.
The Supervisor is administratively responsible for the CORs and the purchase card holders of the team. Ensures that all regulations and directives are closely adhered to by the incumbent personnel.
Ensures training and certifications are maintained by the personnel and provides overall quality control for these activities.
SUPERVISORY RESPONSIBILITIES
(Constitutes a major duty occupying at least 25% of the position's time, as incumbent provides administrative and technical supervision,(1) Maintenance Mechanic Supervisor WS-10; (1) Pipefitter Supervisor WS-10; (1) Maintenance Supervisor WS-10; (1) Electronics Mechanic Supervisor WS-10; (3) Maintenance Control Manager GS-9.Supervises the office/administration staff.
Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines.
Assigns work to staff and provides technical and policy direction to their efforts.- Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Office.
Plans training and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields.
Evaluates the work performance of subordinate staff members and recommends appropriate- awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means.
Resolves staff complaints concerning working conditions and related matters, and provides referral services, if necessary, to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.
Integrates activities of the office into the overall programs and takes actions, as necessary, to make the office a positive contributor to accomplishment of the VA's mission.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Managing and providing leadership and technical expertise for local safety and occupational health programs.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
Developing and implementing policies, procedures, standards, and training for identifying and protecting information, personal property, facilities operations, and materials from unauthorized disclosure, misuse, theft, sabotage, or loss.
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Uses technical knowledge to complete reviews and analysis on major capital investment proposals.

Physical Requirements: Work is sedentary. On occasion, work will require walking and carrying of light items such as books, paper, and automation equipment, not to exceed 25 pounds.
