GS-11 The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of Management and Program Analyst, GS-0343-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document.

Duties

GS-12 The primary purpose of this position is to serve as project manager/team lead to conduct comprehensive wartime manpower requirements determination studies and organizational analysis of the Wartime Analytics Division (MAW). Duties: Serves as Subject Matter Expert (SME) for Air Force Total Force Assessments/Analysis and provides manpower expertise to render advice, and to establish, interpret, and implement policies and procedures to execute the Air Force world-wide accomplishment of the assessment/analysis projects. Serves as Subject Matter Expert (SME) and manages wartime total force assessments/analysis projects in response to Department of Defense (DoD), Combatant Command, HQ USAF functional requests; planning projects, monitoring engineering team performance and products, and presenting briefings. Subject Matter Expert (SME) for the Unit Type Code (UTC) Management Program, validation of UTC Manpower Requirements, as well as developing Automated Wartime Manpower Analysis Tools. Provides strategic planning and technical guidance as well as seasoned consultative advisory services throughout the AF, including manpower planners in the AOR on the diverse wartime/contingency requirements of the Manpower Management Career Field. Represents branch, division, and AFMAA/CC in meetings, conferences, and senior-level forums as a Subject Matter Expert (SME). Furnishes highly technical guidance, information, and advice to top-level administrative and technical agency personnel, AF/A1M, SAF/MG, other government agencies, and outside organizations.

  • May require occasional travel away from the normal duty station on military or commercial aircraft
  • Certification in Project Management is desired
  • Completion of the Contingency Wartime Planning Course is highly desirable
  • Must be able to obtain and maintain a Secret security clearance

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy, to include knowledge of wartime manpower determinant development/analysis processes to meet agency requirements. As well, using understanding of complex staff interactions to effectively justify, defend, negotiate, or resolve critical matters involving significant or controversial issues; and collaborate with and convince other technical experts of the correctness or feasibility of controversial approaches, proposals, or policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11 1. Knowledge of basic principles of the Management and Program Analyst field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the Management and Program Analyst. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. GS-12 1. Extensive technical knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy, to include knowledge of wartime manpower determinant development/analysis processes to meet agency requirements. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input or project support to DOD, Combatant Commands, HQ USAF, and MAJCOMs and staff. 3. Knowledge of Defense Programming and Planning Guidance (DPPG), Defense Planning Guidance (DPG), Defense Planning scenarios, Air Force Planning and Programming Guidance (APPG), Joint & AF Operational Planning, and Air Force Concepts of Operations (CONOPS) and their relationship to long range wartime doctrine, joint vision, and strategic planning goals and objectives and of agency missions, goals, and objectives, and sequence and timing of operations such as deployment and mobilization, sufficient to fully understand wartime, as well as peacetime, manpower policies. 4. Ability to use computer systems to perform highly complex data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and demonstrated skill locating and accessing information with a personal computer and software programs. 5. Demonstrated ability to use technical expertise in management engineering measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise appropriate organizational structuring options for complex, diverse organizations. 6. Proven ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
