This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS 12 grade Step 1 to the highest equivalent GS 13 grade step 10 in the broadband.
Duties
Serves as senior analyst and action officer for the directorate concerning budget/finance, contract execution, Functional Support Agreement (FSAs).
Monitor and tracks utilization of reimbursable and direct funds throughout the execution phase to correlate progress against planned objectives.
Performs studies, analyses, and evaluations of administrative regulations, procedures and policy directives to determine applicability.
Attend key decision-making meetings, briefings and/or functional reviews with staff representatives from higher echelon organizations.
Collaborate and consults with personnel within and outside of the organization in order to develop business analyses/work products to meet organizational goals and objectives.
Demonstrate high levels of technical proficiency, resource stewardship, critical thinking, cooperation and teamwork, customer focus, and communication while working with self-discipline toward organizational to achieve the strategic vision.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Practitioner (formerly Level II): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.

Specialized experience is defined as:1) Evaluates criteria and improvement of program effectiveness and organizational productivity; 2) Conducting detailed analyses of work processes including the examination of contractual data and policy adherence; and 3) Developing written reports for review of the contract performance status and progress.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
