Duties

You will develop and implement configuration management plans for complex wide area networks (WANs) and Base Area Networks (BANs). You will implement new system design procedures, test procedures, and quality standards. Develops and implements network backup and recovery procedures. You will develop/modify/maintain cybersecurity plans, strategy, and policy for a major USMC ord to support/align with changes in the organization's business requirements/processes, organizational cybersecurity initiatives, and regulatory compliance You will develops policy, programs, and guidelines for implementation. You will analyze organizational cyber policy. Assess policy needs and collaborate with stakeholders to develop policies to govern cyber activities. Review existing and proposed policies with stakeholders. You will plan and coordinate the installation, configuration, maintenance, and upgrade of enterprise software and related enterprise-level changes to an IT infrastructure to support key business functions of the Marine Corps. You will resolve critical emerging issues impacting the implementation and maintenance of IT systems and subsystems, including configuration matters. You will plan implementation strategy to ensure enterprise components can be integrated and aligned. You will addresses difficult problems relating to the IT enterprise architecture, such as integrating configuration and interfacing with data storage requirements for web-based enterprise architecture applications. You will document how the implementation of a new system or new interface between systems impacts the current and target environment including but not limited to security posture. Integrates key management functions as related to cyberspace. You will establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. You will observe workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. You will resolve informal complaints and grievances. You will develop work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. You will effect disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

  • This is a Cyberspace Workforce position, work role code 441,752 and 651, proficiency level ADVANCED, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You are required to obtain and maintain foundational and residential qualifications within prescribed timelines and participate in continuous professional development program as described in DoDM 8140.03 and supporting DON policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include installing, configuring, optimizing, and troubleshooting network devices while also providing timely and accurate updates. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing feedback on network requirements, including network architecture, infrastructure, and routing. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include communicating technical matters in writing and orally to facilitate appropriate managerial action and customer understanding. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include identifying, remediating, and reporting on network device vulnerabilities, or troubleshooting major incidents or problems within the network. In addition to my experience demonstrating the four competencies above, I have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by Expert knowledge of the Marine Corps information enterprise in the strategic, operational, and tactical arenas, and related functional activities considering the operational system and technical architecture, interoperability, communication equipment interfaces, protocols, networking, expansion potential, end-to-end compatibility, and standardization to support the mission of MARFORCYBER and MCCOG. Mastery knowledge and skill in systems engineering, data engineering, and information technology advancements pertinent to IT systems. Knowledge of and skill in planning, organizing, and directing team members executing a programs/projects requiring substantial resources or changes in established procedures. Broad knowledge of incident/event cyber defense/cybersecurity policies, principles procedures, and regulations for cyber threats and vulnerability impacts. Knowledge of how network services and protocols interact to provide network communications to domestic and global customers/stakeholders. Ability to communicate ideas and technical information clearly and accurately both orally and in writing. This position is within the Work Category SUPERVISORY/MANAGEMENT at Work Level ADVANCED, Series and Grade GG 2210-14.
