This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Permanent position located with U.S. Army Recruiting Command; G3/5 Operations and Plans Directorate, located at Fort Knox, Kentucky.
Duties
Build, maintain, query and analyze recruiting databases.
Support numerous long and short-term special projects.
Use advance mathematical, statistical and other scientific methods and techniques.
Serve as a professional Operations Research Analyst.
Develop criteria for special production awards.
Manage reporting systems used to measure the production achievements in all areas of the command.
Develop decision support tools for monitoring production indicators.
Anticipate the impact of design changes on reporting systems.
Provide technical advice in the design and development of data warehousing and reporting data systems.
Solve recruiting problems associated with programming.
Conduct studies of complex recruiting systems and processes.
Provide direct support to a program manager from a different office or agency.
Advise other analysts in the branch/division on methods and techniques.
Synthesize data into comprehensive information for actionable decisions to be based.
Prepare thorough and comprehensive reports relating to difficult/complex problems.
Analyze complex elements, multiple data sources and systems for the command.
Develop policy effects on recruiting production.
Requirements
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the education AND experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Applicants who wish to qualify for positions at the GS-12 grade level, must also meet the requirements below, in addition to meeting the basic requirements.
Specialized Experience: One year of specialized experience which includes 1. Applying techniques to problem solve, such as big data mining, statistical analysis, or other qualitative methods to analyze information; 2. Using statistical software to simulate events that evaluate alternative courses of actions to help the organizations make problem solving decisions; AND 3. Utilizing analytical software to extract information from multiple sources to produce valid findings.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
