You will serve as a Procurement Systems and Business Analyst in the Regional Contracting Department of NAVSUP FLT LOGISTICS CNTR PEARL HARBOR.

Duties

You will serve as a Procurement Systems Analyst supporting the department and detachments in the role of super user. You will provide Business Analyst support for the department, contract administrative functions, systems administration, file room management, supply management, and acquisition and financial database input. You will provide day-to-day functional SPS (Standard Procurement System) support and approvals relating to executing contracting actions. You will structure and generate contracting reports (daily, monthly, annually, and as requested) for various types of contracting related actions, requests, procurement reviews, investigations, and dashboard metrics. You will revise local programs as required to insure effectiveness and the efficient operation of the procurement system.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

I have one year of Procurement Systems and Business Analyst specialized experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a standardized knowledge of management principles, policies and regulations. Applying a knowledge of the automated Standard Procurement System computer procurement system and knowledge of commonly used methods and contract types. I have experience troubleshooting and resolving SPS work detail complex and routine problems. I have experience generating reports for various types of contracting actions. Examples include: 1. Utilize a comprehensive knowledge of the automated SPS computer procurement system and all associated interfaces to troubleshoot, analyze, diagnose, and resolve application problems; 2. Ability to analyze and interpret report data from SPS, other interfaces, personnel and databases to ensure submission of data is accurate, complete, and address requested information clearly; 3. Utilize a knowledge of commonly used methods and contract types relating to the performance of pre-award and post-award actions, as well as administration actions sufficient to conduct studies of problem areas and assist in developing standard methods and operating procedures; 4. Explain and defend decisions to contracting personnel, contractors, or higher-level reviewing officials and to conduct training.; 5. Ability to create oral and written communication to present issues/solutions. Education

Educational Substitution:
Ph.D. or equivalent doctoral degree.

3 full years of progressively higher-level graduate education leading to such a degree.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
