Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will execute Navy Working Capital Funds and provide supporting funds management.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12: I have one year of Financial Management Analyst experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing Financial Management work, applying a knowledge of budgetary and financial policies, procedures, and regulations. I have experience identifying, analyzing and resolving a range of financial and budgetary problems such as the development of alternative methods of funding; formulation of budget estimates for programs; and adjusting financial policies in which requirements have changed. Specialized experience must demonstrate performing the following duties: 1) Analyzing and recommending costs and benefits of alternative methods of financial management of programs and administrative operations; 2) Interpreting budgetary/accounting policies and practices to resolve technical and operational problems with retail procurement procedures; 3) Presenting and defending budget reports and estimates to senior leadership; 4) Establishing, monitoring, and validating financial management commitments and obligations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
GS-11: I have one year of Financial Management Analyst experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing Financial Management work, applying knowledge of budgetary and/or financial policies, procedures, and regulations. I have experience identifying and analyzing a broad range of financial and/or budgetary problems such as formulation of budget estimates for programs in which funding requirements have changed. Specialized experience must demonstrate performing all of the following: 1) Analyzing the costs and benefits of financial management of programs and administrative operations; 2) Interpreting budgetary/accounting policies and practices to assist in the resolution of routine technical and operational problems; 3) Preparing budget reports and estimates to senior leadership
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
