This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-02 broadband with an advertised pay range from the lowest equivalent GS-05 grade Step 1 to the highest equivalent GS-11 grade step 10 in the broadband.
Duties
Serves as a Program Analyst and technical advisor who plans and carries out projects and analyses for a portion of the organization's budget.
Provides financial advice with guidance from senior analysts of the organization's program financial requirements.
Knowledge and experience with financial systems such as General Fund Enterprise Business System (GFEBS).
Serve as the organization Point of Contact for Defense Travel System (DTS).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Business-Financial Management (BUS-FM) within 60 months of entrance on duty.
- Financial Disclosure Statement (OGE-450) required prior to appointment and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This is a Financial Management Level I Certification required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:(1) Supporting resource management functions via automated systems to prepare and review funding documents. (2) Research budget issues/transfer of funds for feasibility and adequacy. AND (3) Prepare execution reports to assure effective resources are within available budget. This definition of specialized experience is typical of work performed at the next lower pay band in the federal service NH-01 (GS-4 equivalent grade level).

Have the general experience as described in A, but less than three years; and I have some education as described in B, but less than the required four years.
