THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Safety and Occupational Health Specialist, Position Description Number D0695000 and is part of the HQ 78TH AVN TRP CMD, located at Fort Stewart, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership. Area of Consideration: Open to current members of the Army Active Duty, Reserves, and National Guard components.

Duties

As a Safety and Occupational Health Specialist, GS-0018-09 you will: Provide safety related expertise to unit commanders and supervisors in the establishment of techniques and procedures for the elimination or control of unsafe acts (conditions), environments or hazards. Conduct safety assistance visits to units during annual training, convoy, range and other related tactical operations to ensure compliance will all safety regulations and guidelines and to minimize accident risk. Provide technical assistance in accident investigations. Conduct on-site investigations in cases of multiple injury accidents to determine causes and procedures for eliminating causal factors. Collect, review, analyze, and investigate accident reports submitted to the State Safety and Occupational Health Office, Ground Safety Section. Coordinate and assist the collateral duty unit safety officer/NCO in the preparation of, and timely submission of DA Forms 285 to the U.S. Army Safety Center and ARNG Safety Office. Conduct periodic and unscheduled surveys and inspections of ARNG facilities to determine compliance with Occupational Safety Health Act (OSHA) and other regulatory requirements. Prepare reports based on survey findings and analyze mishap trends. Assist the senior Safety Specialist in the assignment of risk assessment codes, and abatement plans. Observe work methods and recommend corrective measures to eliminate unsafe work practices. Prepare training materials and conduct safety training classes, demonstrations, seminars, pre-annual training briefings and other briefings as required. Prepare graphs, charts and information for use in determining accident trends. Analyze factors such as the number of accidents and causes. Calculate ratios as to the cause and results. Develop countermeasure procedures, by recommending changes and remedies that will reduce accident rate and reverse trends. Assist the senior safety specialist in the promotion of the safety programs. Advise personnel on the need for safety and health protective equipment based on work environments and established regulatory requirements. Conduct construction site inspections of facilities and contractor personnel to determine compliance with applicable safety code requirements (OSHA, National Fire Codes, etc.). Conduct surveys of indoor/outdoor ranges within the state. Advise the senior safety specialist of their status and the necessary requirements to apply for waivers for non-standard ranges. Assist in the preparation of regulatory, quarterly and annual safety reports and other documents required by NGB, U.S. Department of Labor (DOL), and United States Army Safety Center(USASC). Maintain log of recordable and reportable accidents/incidents within the state. May attend and participate in unit safety council meetings to determine potential problem areas and provide guidance in proper safety procedures. Provide guidance to unit commanders in the storage, handling and transportation of munitions, explosives and hazardous materials. Study the safety impact of transporting these items and make recommendations to ensure regulatory compliance. Recommend the procurement and distribution of safety promotional materials. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: OFF/WO/ENL Compatible Military Assignments: OFF: 01A, WO: 120A, ENL: 42 GENERAL EXPERIENCE: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above. SPECIALIZED EXPERIENCE: Candidate must have at least 24 months experience, education or training in or directly related to this position and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Education

Substitution of Education for Specialized Experience - Successful completion of all requirements for a master's or an equivalent degree, or two full academic years of graduate education, which is safety and occupational health management or safety engineering, industrial engineering or directly related fields such as Industrial Hygiene, Fire Prevention Engineering or Industrial Psychology. To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.
