The Local Recovery Coordinator (LRC) is a Senior Social Worker assigned within the Mental Health Service Line, located at Gainesville, FL. The LRC assists in implementation of policies and procedures from the National Recovery Coordinator (NRC) and facilitates implementation of recovery oriented services in Mental Health programs. These duties include educating providers, other VA staff, Veterans, and their families/caregivers on recovery and evaluation of implementation efforts.

Duties

The Local Recovery Coordinator's (LRC) work consists of administrative functions 75% and direct clinical care provision 25% of the time. The LRC reports to the Associate Chief of Staff, Mental Health Service Line. The responsibilities of the LRC include, but are not limited to: Develops, implements, and evaluates a coordinated system wide approach to the provision of recovery oriented services for Veterans experiencing mental illness and their families or caregivers. Coordinates and leads efforts to improve program design. Develops, implements and evaluates an ongoing education plan for providers and staff. Develops and implements the ongoing system education plan for Veterans and families to ensure access to recovery oriented services within the VA and the community. Provides case management services to chronic mentally ill veterans and their family Coordinating and supporting the local Consumer Councils. Promotes full access to recovery-oriented services at every VA location and at every point of contact with veterans. Provides support, consultation and supervision to the NF/SGVHS peers support program and peer specialists. Provides recovery oriented specialized treatment, group, individual, and family, to Veterans experiencing mental illness. Utilizes and encourages technology use by veterans and family members to access resources and support the journey of recovery. Attends and participates in multiple community Veteran organization meetings within the community while building and maintaining community partnerships. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Applicants must meet the requirements by the closing date 02/05/2024 of this announcement. Basic Requirements: United States Citizenship: Must be US Citizen. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-12 Senior Social Workercandidates must have the following: Experience/Education: Must have at least two (2) years of experience POST advanced practice clinical licensure and should be in a specialized area of social work practice of which, one (1) year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. AND Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Advanced License must be submitted with application. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
