The Social Worker Assistant Chief will be assigned to the Social Work Service (SWS), Community Based Specialty Support Services serves within the the North Florida/South Georgia Veterans Health System (NF/SGVHS) located in Gainesville, FL.

Duties

The Associate Chief, Social Work Service is responsible for supervision, program development/evaluation and clinical social work service delivery for Caregiver Support Program, Intimate Partner Violence Assistance Program, Post 9/11 Military 2 VA Case Management Program and Hoptel Program. These programs serve the entire NF/SGVHS service area. NF/SGVHS is a large level 1A facility serving approximately 138,000 unique Veterans each year at two VA Medical Centers (VAMCs), three large Outpatient Clinics (OPCs) and nine Community Based Outpatient Clinics (CBOCs). The Associate Chief, Social Work Service reports directly to the Service Chief and is part of a dynamic management team that develops, executes and supports strategic planning, emergency management operations, All Employee Survey process, and service level workgroups. Social Work Service is a large service comprised of over 250 employees of clinical and administrative staff. The Service plays a major role in day to day operational needs of the organization, to include patient flow and care/case management. The incumbent must be dynamic, a strong team player, able to juggle multiple tasks/projects successfully, be an excellent communicator both orally and in writing, able to deal with stress effectively and overall be a strong, successful, effective and efficient leader. Frequent travel to all clinical care sites within NF/SGVHS using a government care is required for the position. The Social Worker Program Coordinator is required to travel to other locations of care within the North Florida/South Georgia Veterans Health System or to community partner locations to carry out job duties/assignments. The Social Worker Program Coordinator is required to drive and/or travel using personal vehicle or government vehicle to other sites of care within the NF/SGVHS, as well as, to community partners, as necessary to accomplish work assignment. Travel will be for long periods of time, up to three hours each way. Travel is expected up to 50% of work week. The Associate Chief, Social Work Service plans, organizes and coordinates professional, administrative, operational, clinical and personnel activities for assigned programs. The Associate Chief, Social Work Service is the subject matter expert (SME) to VA Facility leadership and staff for all assigned programs and related issues and serves as a consultant to other VA professionals, administrators on program specific activities and specialized clinical practice. The Associate Chief, Social Work Service directly supervises approximately 6-10 FTEE and provides consultative clinical and administrative support to approximately 50 FTEE located at various sites across the NF/SGVHS and whose primary work is outreach and community based. Staffing consists of Clinical Social Workers, Registered Nurses, and Program Support Assistants. Most of the assigned staff may telework. The Associate Chief, Social Work Service has knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement. The Associate Chief, Social Work Service, has knowledge of legal, ethical, and professional standards applicable to social work practice. The Associate Chief, Social Work Service can develop, maintain, and oversee social work programs in all settings. The Associate Chief, Social Work Service has knowledge of social work practice, policy, and accreditation standards across the continuum of health care. The Associate Chief, Social Work Service has skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: Not available. Telework: Ad Hoc Telework - Telework that occurs on an occasional, non-routine basis. Telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. (For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. All others must meet the requirements of their state of licensure to be able to provide supervision for licensure). Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language: Must be proficient in spoken and written English Grade Determination Requirements: In addition to the basic requirements, these following are required for the GS-13 grade-level position: Social Worker (Assistant Chief), GS-13: Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Grandfathering Provision. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. NOTE: If social workers covered under the grandfathering provision of the 1991Federal law regarding licensure or certification of VHA social workers leave the GS- 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. Knowledge of legal, ethical, and professional standards applicable to social work practice. Ability to develop, maintain, and oversee social work programs in all settings. Knowledge of social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. Preferred Experience: At least 3 years of supervisory experience preferred that includes at least 5 years clinical experience post licensure. Experience with VA budgets, special purpose funding and position management preferred. Must be a team player and have excellent written and oral communication skills. Experience with emergency management preferred. Able to work under pressure and be able to reprioritize throughout the work day. Based on patient care needs, staff needs and/or emergency situation, may be required to work after hours and weekends. References: Meets the qualification standard for the GS 13 Supervisory Social Worker as defined in See VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard, GS-185, Veterans Health Administration. The full performance level of this vacancy is GS-13.
