North Florida/South Georgia Veterans Health System (NF/SGVHS) is looking for Social Worker Program Coordinator for Gainesville VA. The Social Worker Program Coordinator is responsible for the oversight of the Psychosocial Rehabilitation and Recovery (PSR&R) programs including Mental Health Intensive Case Management (MHICM), MHICM RANG teams, and the Psychosocial Rehabilitation and Recovery Center (PRRC).

Duties

The Social Worker Program Coordinator is responsible for the supervision and oversight of these programs. The staff assigned to these various programs reports to the Social Worker Program Coordinator. Additional duties include but not limited to: Responsible for developing, implementing and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission and CARF standards for assigned programs. Will have advanced knowledge and mastery of theories and modalities used in the specialized treatment of complex mental illness and the ability to incorporate complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnosis within approved scope of practice. Must have the ability to recognize internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations. Has a wide range of knowledge of VA healthcare services, benefits, directives, policies, and personnel. The purpose of this knowledge is to provide guidelines for the care of seriously mentally ill Veterans. Often these directives are vague or must be interpreted to develop program and medical center policies and procedures that rely upon accurate interpretation of the Social Worker Program Coordinator. Must be skillful in approaching individuals or groups in order to achieve program objectives, such as gaining compliance with established policies and regulations. As these procedures may be new and different, the personnel may be resistant to change or uncooperative requiring skills of persuasion, collaboration, or gaining information by establishing rapport. Responsible for coordinating interdisciplinary staffing and work assignments to accomplish the work of the HUD VASH Primary Care Clinic program. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as, the administrative and personnel management functions relative to the staff supervised. Has the ability to provide training, orientation, consultation and guidance within clinical specialization of practice. Demonstrates advanced knowledge and expert skill in developing and implementing methods for measuring effectiveness of homeless oriented services, utilizing outcome evaluations/empirical findings to design changes to improve treatment services. Has responsibility for continuous quality improvement activities, to include effective/efficient treatment services provided for all programs, and prepare reports and statistics for facility, VISN, and national use. Is responsible for the programs' overall budgets and fund control points assigned to respective programs. Documents and justifies resource needs and develops appropriate requests in line with local, VISN, and VACO policies and directives. Determines and recommends budgetary needs of the HUD VASH Primary Care Clinic program. Manages and controls the use of data related to all programs regarding day to day functioning, program evaluation and annual reports. Demonstrates ability to independently organize work, set priorities, meet multiple deadlines, and evaluate assigned program areas. Allocates resources and shifts personnel as needed for the operation of the HUD VASH Primary Care Clinic Program. Has knowledge and skill in management/administration, which includes supervision, consultation, negotiation and monitoring. Ensures that staff has access to clinical supervision. Identifies and prioritizes the training needs of staff to assure training needs are met. Demonstrates the ability to provide training, orientation, consultation and guidance within clinical specialization of program. Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, use of medical -center resources, patient demographics, resources utilization, and patient satisfaction. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm, with rotating tours of duty as needed. Telework: Not Available. Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-13 Social Worker (Program Coordinator) candidates must have the following: Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. References: VA Regulations, specifically VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard. The full performance level of this vacancy is GS-13. Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty. Ability to drive a government car.
