The incumbent is an Associate Chief within the Social Worker Service within the North Florida/South Georgia Veterans Health System (NF/SGVHS) located in Gainesville, FL.

Duties

Duties: The incumbent will manage all clinical, operational and administrative aspects as well as support facility initiatives over four work unit programs, to include Post 9/11 Military 2 VA Case Management Program, Intimate Partner Violence Assistance Program, Caregiver Support Program and Hoptel Program. Required to be at least COR I (Contracting Officers Representative, Level I) and must already have or obtain COR I designation/certification within 90 days of hire into the position as the position has significant contracting and fiscal responsibility. Detail oriented and a problem solver. Responsible for social work practice, ensuring social work staff are properly trained and have related competencies to perform their work at the top of their clinical license in all assigned programs of the assigned work units. Ensures clinical social work practice should be performed within appropriate Scope of Practice or Privileges. Supervises 3 supervisors, 3 senior social social workers and 2-4 administrative staff. Works closely with their subordinate supervisors to ensure all aspects of clinical training, licensure supervision, patient flow initiatives, interdisciplinary team collaboration and other work related to assigned work units are performed appropriately and timely, ensuring safe patient care with warm hand-offs to Primary Care, Mental Health and other referred VA/community programs. Ensures all standard operating procedures and policies related to the work units and programs are updated at all times. Makes sure staff are educated and competent on all local, VISN, national and State policies/laws related necessary to carry out their work practices and program coordination activities. Develops, educates and monitors workload/productivity standards for assigned work units. Ensures patient care and program processes are developed to meet excellent patient care while meeting performance metrics at the highest achieveable level. Supports the MSW training program and ensure the work units regularly and consistently have MSW interns, as appropriate. Engages with other VISN 8 Associate Chiefs, SWS at least monthly to share best practices and implement learned best practices for the betterment of the work unit. Regularly engages in performance improvement activities related to the work unit or Social Work Service. Responsible for all PATS requests, Congressional requests, White House Hotline inquires, Action Items and other requests/inquires related to assigned work units. Ensures self and subordinate supervisors carry out and approve Time and Leave according to VA and local policy. Participates in local, VISN and national meetings, community of practices, and other as related to the position to stay current on work requirements. Understands Joint Commission standards and ensures the work unit is Joint Commission ready at all times. Supports Social Work Service and engages in work assignments, meetings and other duties as assigned by the Chief, Social Work Service and reports directly to the Chief, Social Work Service. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determination Requirements, Social Worker (Assistant Chief) GS-13: In addition to the basic requirements, this following are required for the GS-13 grade-level position: Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. The GS-13 KSA's for this subject position are; Knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement. Knowledge of legal, ethical, and professional standards applicable to social work practice. Ability to develop, maintain, and oversee social work programs in all settings. Knowledge of social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: At least 3 years of supervisory experience preferred that includes at least 5 years clinical experience post licensure. Experience with VA budgets, special purpose funding and position management preferred. References: VA Regulations, specifically VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard. The full performance level of this vacancy is GS-13.
