The primary purpose of the Nuclear Medicine Service-Line and HCS Cancer Program Administrative Manager position is to manage and perform all administrative functions that include Service-wide human resource management support, front-line supervision of administrative staff, contracting/COR function, business planning, budget and finance, management and program analysis, office support services, document control, customer service/recovery, and a variety of related administrative matters.
Duties
Duties to include but not limited to:
Provides counsel to the Service Chief, Supervisory APRN, and other NMS supervisors with findings and recommendations to improve effectiveness and efficiency of work operations throughout the Service.
Organizes and participates in special projects to develop and expand NMS programs and services. Collaborates to plan, develop, direct, and evaluate goals and objectives of special projects.
Maintains and develops methods to evaluate and improve quality of a full range of administrative and clinical processes of revenue capture, workload, work distribution, workflow and work controls.
Develops and applies new policies, provides interpretation and advice on requirements, maintains administrative systems and processes, and prepares administrative paperwork.
Conducts internal review of administrative and technical processes, procedures, Service-related software, and equipment. Identifies causes and trends of inefficiencies, redundancies, and waste.
Coordinates with other VISN 17 Nuclear Medicine Services/Sections and programs to standardize equipment, processes, and procedures, where appropriate, assisting to ensure a uniform standard of care, improve cooperation, develop uniform protocols, improve training and service opportunities, establish optimum care, improve acquisition process, improve rigor of planning/market research/source selection.
Provides administrative support to Chief NMS for Academic programs, such as research or training of students, residents and fellows with close collaboration with VANTHCS academic affiliates.
Establishes procedures and systems ensuring timely flow of personnel through the Service. Clarifies leave, leave of absence, trips and all other personnel policy questions.
Coordinates and prepares for accreditation site visits, maintains compliance with accreditation requirements and other regulations as necessary.
Responsible for determining and prioritizing needs and resource allocation for the Service. Prepares annual budget plan and any related resource request justification(s). Manages fund control point usage and utilization of allocated funds.
Manages procurement and contracting for Nuclear Medicine Service.
Responsible for the oversight of the Health Care System-wide Cancer Care Program Management.
Manages subordinate staff and assists other supervisors with the full range of personnel management and HRM requirements for the NMS.
Orients new staff to the Service and coordinates all required resources and information required for new employees, including provider FPPE/OPPE.
Work Schedule: Monday-Friday, 8:00a.m.-4:30p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert level knowledge of management principles, practices, methods and techniques to integrate management in a hospital setting; Knowledge of Joint Commission, IAC, ACR/ABR, ACGME, SNMMI/ABNM accreditation regulations, standards; Knowledge of a full range of administrative and management functions' policies, practices, procedures and controls for human resources, purchasing, supply and property management, records management, inventory management, financial management and budget, supervision of employees and related administrative areas. Knowledge of various facets of HRM guidelines and process related to personnel management, ER/LR, EEO, training and credentialing, and more; Knowledge of terminology, software applications, and medical programs related to NMS and common diagnostic testing or radiology procedures; Knowledge of program software and applications, and equipment sufficient to extract data and generate reports and information; Mastery of management analysis principles and concepts to evaluate and implement necessary improvements; Knowledge of administrative concepts, principles and practices sufficient to foresee problems and perform studies designed to evaluate procedures/processes; develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations; Ability to identify problem and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of the administrative programs and clinical operations; and, to develop written and oral recommendations for improvement; Ability to communicate effectively, both orally and in writing to conduct interviews, gather information, and brief the Service chief; and, to prepare reports, presentations, and recommendations.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate level education leading to such a degree or LL.M., if related.
