You will serve as a MANAGEMENT ANALYST in the Career Development Department,
Human Capital management Group NAWCAD PAX of NAVAIRWARCENAC DIV.
Duties
You will develop and promote strategic training programs and services to the workforce.
You will develop and implement approaches to secure courses and training programs for the Patuxent River complex.
You will evaluate programs for appropriate return on investment, client satisfaction, and achievement of program goals.
You will receive/review/approve/deny training purchase requests, Standard Form 182, to purchase an array of training, training services for the NAWCAD Patuxent River complex.
You will conduct analysis of justifications to confirm training purchases or recommends alternate methods/options, such as via a contract, when request does not comply with governing law, guidance for purchasing training, training services.
You will certify cost and employee course attendance required to meet Federal Acquisition Regulations purchase order requirements.
You will support the Career Development Department with benchmarking information on training, education, and developmental activity related to procurement.
You will review, maintain, correct, and cancel training purchasing records within government business information technology systems.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

To Qualify for the DA-02: Your resume must reflect that you have at least three years of general experience, one of which was equivalent to the DA-01 (GS-4): 1.)Experience interpreting regulations and applying them to work related tasking. 2.) Experience as a government purchase card holder/buyer.
General experience must include: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.

Have successfully completed a four year course of study leading to a bachelor's degree. (You are highly encouraged to submit transcripts.)

Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. (You are highly encouraged to submit transcripts).
To Qualify for the DA-03: must have one year of specialized experience equivalent to the next lower grade level DA-02 (GS 5-8) or equivalent pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1.) Demonstrated knowledge of training purchase regulations and experience reviewing SF-182s for compliance with these regulations. 2.) Demonstrated knowledge of government purchase card regulations and experience as a card holder/buyer for training purchases.
