About the Position: Serves as the IT Program Management Specialist for US Army Corps of Engineers (USACE), Army Geospatial Center (AGC), Geospatial Information Support Office (GISO). Leads Information Technology Services Contract expert and Technical Point of Contact (TPOC) of consolidated information technology contracted services.

Duties

Supports the Chief, Geospatial Information Support Services in the overall program management of all Information Technology/Information Management (IM/IT) activities with USACE, Army and DOD Serves as the Contracting Officer Representative (COR)Address borrower issues with delivery and is the primary authority on engineering matters for the loan program. Performs cost studies, reviews workload data and related costs of contracted services. Coordinates with the Contracting Office, Service Owners, and Service Area Owners to ensure compliance with contract requirements. Plans and coordinates all phases of the acquisition, implementation, and integration of IT services projects. Directly responsible for providing technical information for the procurement of information technology assets and service.

Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. AND Specialized and Other Experience: One year of specialized experience which includes experience with principles of field of IM/IT systems software and hardware in order to enhance the oversight of existing systems 2) Experience with development of new or refined IT policies for systems and processes 3) Apply IT principles and concepts to develop and interpret polices.4) Experience with multiple IT specializes such as IT architecture, IT development and application, Security etc. 5) Experience with acquisition strategy and life-cycle planning concepts to coordinate between program segments to support IT environment This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
