About the Position: Serves as a Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, conducting negotiations, and administering contracts. Perform all aspects of the procurement cycle through formal advertising, execution, and administration of supplies.
Duties
Develops and submits, within established timeframes, contracting milestones in accordance with specifications and historical knowledge market conditions.
Determines the method of procurement (sealed bidding or negotiated) and contract type (firm-fixed-price or cost-reimbursement) to be used.
For sealed bids, the incumbent determines the responsiveness of bids, establishes price reasonableness, and determines the responsibility and capability of low bidders to perform based upon financial and technical analyses.
For negotiated solicitations, the incumbent determines the competitive range for negotiations and ensures that the technical evaluation factors and award criteria are clearly stated in the request for proposal.
Advises management, contracting officers, and customers on matters pertaining to contracting policies and procedures.
Conduct extensive negotiations during all phases of the procurement process.
Monitors contractors' performance for compliance with terms and conditions of contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty.
- One year trial/probationary period may be required.
- Emergency Essential designated requiring you to perform the duties and requirements of the position in the event of crisis until relieved by proper authority along with being immunized with the complete Anthrax vaccination series and annual boosters.
- Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations. Call back and emergency duty are regular requirements of this position.
- This position meets the requirements for category 1 per DoDI 6205.02, July 23, 2019, and as such, unless otherwise directed, must meet all immunization requirements for identified overseas locations.

Basic Requirement for Contract Specialist (1102):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11: Specialized Experience: One year of specialized experience which includes: 1) Advising management on matters pertaining to contracting procedures; 2) Performing contract functions to terminate or close out contracts for supplies and services; AND 3) Conducting market research to determine validity of previous award contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Business Law.
GS-12: Specialized Experience: One year of specialized experience which includes1) Provides pre and post award guidance to supported units on complex actions; 2) Monitors contractors' performance for compliance with terms and conditions of contracts; AND 3) Ensures appropriate documentation have been obtained for purchase requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
