This position is part of the Office of Fossil Energy and Carbon Management (FECM) at DOE HQ. As a Budget and Financial Manager, you will be responsible for coordinating all phases of the budget, including formulation and execution; developing and recommending resource allocations for new and existing programs; developing, coordinating, integrating, and defending FECM responses to budget and financial questions and requests from OMB, Congress, and the DOE Controller's office.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Leading all phases of Department and Federal budget processes to formulate Congressional budget requests and execute annual funding in compliance with organizational requirements and Congressional direction;. AND
Leading the development, planning, programming, and budgeting process for the forecasting of long-range funding needs (3 to 5 years or more into the future) AND
applying financial management and budgetary techniques and methods to ensure organizational funding is tracked and executed to plan. AND
Preparing and delivering budget and financial presentations, including solutions to budgetary issues, to senior management.
Applying knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration.
