Duties
Organizes, collects, analyzes and presents a variety of data, information, and statistics related to financial programs and projects based on reviews of accounts.
Reviews and validates input and output data relevant to internal controls of operations and systems within retired and annuitant pay.
Provides possible alternatives to increase timeliness and accuracy of financial records; to increase efficiency of financial management systems.
Participates in special studies to obtain, verify, or clarify information related to various work processes.
Assigns, monitors, and reviews the work of the junior technicians. Provides guidance on more complex retired and annuitant pay issues.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07 Specialized Experience is Defined As: Experience in researching and resolving problems related to Retired and Annuitant Pay questions and/or issues; assisting in analyzing reports and data from financial systems to identify issues and discrepancies.
GS-09 Specialized Experience is Defined As: Experience with financial laws, regulations, policies and procedures related to post pay reviews of Retired and Annuitant Pay to identify improper payments; process or compute Retired and Annuitant pay actions; and provide technical guidance related to Retired and Annuitant Pay issues.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-6 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
