You will serve as a Supervisory Information Technology Specialist (Customer Support) in the Information Technology and Cyber Security Department (Code 109) at PSNS and IMF.

Duties

You will perform a full range of supervisory and managerial functions in directing, planning, and managing different occupational specialties engaged in a variety of telecommunication mission areas. You will implement and coordinate operations across separate and non-contiguous sites. You will provide highly technical guidance in designing, testing, and maintaining complex programs. You will establish troubleshooting procedures and document solutions to common problems for reference by other specialists. You will assign regular and special work load/projects to subordinate employees ensuring that requirements are understood. You will establish operating guidelines for functions in your area of responsibility. You will resolve technical work problems presented by subordinate employees. You will analyze continuing problems regarding quality of work, or the operating effectiveness of your area of responsibility, and take corrective action. You will effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. You will direct a program or major program segment with significant resources. You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to productions, promotes team building, or improves customer relations practices. You will maintain technical cognizance of new and improved telecommunication systems, methods, and technology.

  • This is a Cyber Workforce position. You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, for work role 411 proficiency level Intermediate within 9 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require routine visits to industrial work areas with mandatory use of personal protective equipment such as glasses, headgear, hearing devices, and/or protective clothing.
  • The incumbent may be assigned work areas where certain potentially harmful physical and chemical agents are present. These agents may include but not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc.
  • This position may require bending, stooping, climbing, lifting and carrying, including multiple level ladders. The estimated weight of anything carried is less than 50 lbs..

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluating and recommending the purchase of software programs and hardware devices that meet technical specifications, tests functionality, coordinates installation and implementation, and maintain customizations across new releases. Conducting post-implementation assessments to evaluate cost efficiency and performance. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Monitoring customer support incidents and service requests to ensure compliance with documented configuration guidelines and timely resolution. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Making various contacts to exchange technical information, coordinating and advising on work efforts, resolving problems, coordinating the implementation of changes to various security operations, or discussing new or revised requirements. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Mastery of, and skill in applying emerging technologies and their applications to business processes. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector providing direction to a team through decision making, developing solutions and implementing technique improvements by planning, developing, documenting, testing, implementing or modifying Information Technology (IT) systems, for the optimization of quality and efficiency of repair, maintenance, or modernization of a ship, submarine, or organization.
